Just to rule out the obvious, these two configurations do not share the
same local device ID?
No, they definitely appear as two distinct devices if I log in to my
Memotoo account.

Might be worth a try. Somehow thw slow syncing didn't finish properly,
because the output you quoted showed that it tries to resume (which the
server probably doesn't support).
Well, I think I solved it that way: since the syncing attempt just after
the slow sync kept failing, I performed two successive slow syncs. The
second one ran fine, with 0 change reported. After that, the normal sync
took place flawlessly. So far, so good.
I ran the automated testing against Memotoo today and found no issues.
Sure, something happened to this PC, my other devices had no problem. I
have 2 hypotheses:
1) I had a power outage, so this PC was shut down incorrectly once;
2) Upon another shutdown, I saw the "Memotoo syncing" popup notification
appear while the PC was in the process of shutting itself down, and the
sync could not complete.
Both happened no longer that 1 or 2 days before I noticed the problem,
so I'm bound to suspect one of these two possible causes.
