Guest is standard Graphic VGA Adapter,  that means VGT device was not started successfully in dom0, otherwise the guest windows will show “Intel HD graphics XXXX” like native windows does in device manager, that why you cannot install the Intel graphic driver.

 

Please provide the  full kernel parameters and the kernel log.

In Dom0 Graphics Adapter is Intel Haswell Desktop.

In Guest it is Standard Graphics VGA Adapter.

 

System Properties:

Windows 7 Enterprise 64 bit SP1

Intel core i7-4790

3GB RAM

 

Tried Installing latest drivers same message pops up "This computer does not meet minimum requirements for installing the software".

List of drivers tried to install:

1. win64_154028.4501

2. win64_154510.4542

3. win64_154512.4552

4. win64_153631.4414

5. win64_153618

 

Please let me know what do you mean by "guest system already get the correct virtualized GPU device".

XENGT is supported in Intel GEN4 HSW later platform, please make sure your guest system already get the correct virtualized GPU device and is in use. Go to your device manager to check your display adapter device, list the information of its vendor/device id.  

 

In the other hand, you are using an old version graphic driver, go to Intel website to download the latest version in your later try.

Guest is using Standard Video Graphics driver provided by Microsoft, not the Intel Haswell Desktop Graphics.

To use Intel HD Graphics installing the driver provided by Intel(15.36.31.64.4414) and during installation dialog box pops up saying "System does not meet requirements".

Please check whether the intel GPU detected in the guest device
manager?  If not, that means the vgt does not enabled.
