That's not a bad idea.
However while "/sbin/lctl" is in the lustre package and not in a separate
"utils" package that's not really much of a choice as we're still forced
to install the lustre package if we want lctl via rpm.
Can I suggest to the lustre packages maintainers that they have a separate non-zfs lctl
somewhere?

Lustre 2.8.0 is built against ZFS version 0.6.4.2.
zfsonlinux.org provides a yum
repository.
Are you trying to use ZFS? If not, you can explicitly install lustre-osd-ldiskfs to
satisfy the osd requirement from the lustre package.
