FID-on-OST is only enabled with DNE (i.e. if there are multiple MDTs). Otherwise, it
continues to use FID_SEQ_OST_MDT0 (== 0) on the OSTs for now.
Even when FID-on-OST is active, the OST objects are still created under O/{seq}/ since
they are not in the client visible namespace.
